Porto 1948. She holds a Law degree from the Faculty of Law of the University of Lisbon. She is a former civil servant and lawyer. She was a member of the Commission for the Revision of the Civil Code (1976-1977).
She has held various posts, including secretary of State to to the Presidency of the Council of Ministers (1982-83), secretary of State for Social Security (1983-85), minister of Health (1985-90), member of the Portuguese Parliament, vice-president of the Portuguese Parliament (1991-94 and 2002-2005).
She was president of the General Council of the University of Lisbon (2013-2021) and she is a member of the Council of State and president of the Association EPIS – Entrepreneurs for Social Inclusion.
She is president of the Champalimaud Foundation by testamentary designation of its founder, António Champalimaud.
